　　木扎法和弗鲁兹是塔布里斯坦的两位好牧羊人……塔布里斯坦是个没人知道的中亚微型小国。为了让国际社会认识自己的国家，塔布里总统的儿子决定弄个广告式的恐怖袭击，并委托这两位与其说穷凶极恶不如说天真无知的牧羊人一个重要使命：摧毁埃菲尔铁塔！为了达到目的，他们必须穿越最恶劣的环境：法国！一个与别人向他们形容的西方国家完全不同的法国：在科西嘉独立分子，过于热心的警察，粗鲁不诚实的出租车司机，暴力的球迷，牢骚不断的员工，一点不友好的服务生，卡夫卡式怪诞的政府部门和错误百出的医疗服务……他们一样也没拉下。幸好，他们碰到了年轻美丽的女记者玛丽安娜，玛丽安娜以为他们是非法移民，于是帮助他们克服重重困难，并让他们认识了法国的另一面……一片热情好客的土地，宏伟壮丽而又慷慨大方，这里的生活是如此美好。法兰西万岁！
