　　1554年，在玛丽一世血腥的统治下，英国陷入了空前的混乱。直到1558年她驾崩，她同父异母的妹妹伊丽莎白（凯特·布兰切特 Cate Blanche tt 饰）登上女王的宝座，举国上下一片欢腾。令伊丽莎白兴奋不已的不仅仅是登上王位， 还有幼时的心上人罗伯特-达德利（约瑟夫·费因斯 Joseph Fiennes 饰）结束流放，重新走进了她的生活。但突如其来的宫廷政变、暗藏的阴谋、大臣的欺骗、国家糟糕局势，无不给这位新任女王带来危机。但她运用自己的智慧，在一次次宫廷政变中，华丽脱身，一次次扫除异己，巩固了自己的王位，并将16世纪的英格兰从岌岌可危的边缘推向昌盛的顶点。但伊丽莎白拒绝任何政治上的联姻，坚持追求真爱。这位威严、冷峻、刚毅的女王最后终生未嫁，只与国家和权利终身为伴。
